One of the founding principles in English law is that one actually has to break some statute to be guilty of law-breaking (Oh, I forgot, that was before COVID-19).
HR-838 would (1) establish another unelected, rule-making bureaucratic agency unaccountable to the people, and (2) establish profiling rules, subject to the whim of the agency, to surveil citizens who meet the parameters of their profiling markers. This is an embryonic thought police.
Throw a bone to the people
Oh, by the way, a bone was thrown to placate the people. “No funds authorized to be appropriated under this section may be used to . . . encourage or discourage the otherwise legal ownership and use of firearms.” We won’t encourage or discourage firearm ownership and use. We’ll just surveil them.
