I recently read where Philadelphia is bringing suit against the State of Pennsylvania over its firearm preemption statute. Really?

The premise behind preemption statues is to prevent varying assortments of conflicting or incongruous ordinances that are dependent on your immediate geographical jurisdiction, especially statutes that may negate or infringe upon rights recognized as protected by state constitutions.

There are certain rights upon which national, state, and local governments are prohibited from encroaching. These rights are delineated in the first ten amendments to the Constitution of the United States–the “Bill of Rights.” The majority of those rights are universally acknowledged, and observed.
